In connection with the above, the municipality of The Hague wishes to lease the said location to a party active in the field of child day care, pre-school education and out-of-school care.

Minimum requirements
To be eligible to rent the location located at Slachthuisstraat 43-47 in The Hague, your organisation must:
- Your organisation must be registered as a childcare provider with the Chamber of Commerce. You must prove this by submitting a recent extract from the Chamber of Commerce that is not older than three months.
- Your childcare organisation should be registered in the Landelijk Register Kinderopvang (LRK).
- Your organisation must agree to the offer of a five-year rental agreement (Article 7:230a of the Civil Code) with a five-year extension option. In your registration, you should make clear that your organisation agrees to the aforementioned offer.
Your organisation must be able to demonstrate its financial continuity by submitting documents. This continuity can be demonstrated, for example, by submitting the annual accounts for the year 2023 with an accountant's statement. You are free to demonstrate financial continuity by means of other documents. Merely submitting a bank statement is not sufficient.
- Your organisation must be able to prove by submitting documents that it has a solvency percentage of at least 25%.
- If your organisation does not meet all of the minimum requirements listed above, your bid will not be considered for further evaluation and your organisation will be excluded from further participation in this bidding process.
Award criteria
Applicants who meet the minimum requirements set out above will be
be assessed against the following award criteria:
1) You will offer pre-school care at the site. In your bid, you should make it clear that your organisation will offer pre-school care at the site (10 pts).
2) You will offer after-school and holiday care at the location. In your registration you should make it clear that your organisation will offer after-school and holiday care at the location (10 points).
3) You will offer day care at the location. You must state clearly in your registration that your organisation will offer day care at the location (10 points).
4) You will offer childcare during study days at the location. In your registration, you must make it clear that your organisation will offer reception during study days at the location (10 points).
5) Your organisation is willing to cooperate with Peuterleerplek De Kleine Prins of Stichting JongLeren (Thijssestraat 53, The Hague) (20 points).
The municipality encourages cooperation between childcare organisations and educational institutions (see The Hague Educational Agenda 2022-2026, RIS311077). For this reason, preference is given to a childcare organisation that has an integrated personnel policy.
6) In your application, you can substantiate that your organisation employs broadly trained professionals who have completed an AD PEP course (associate degree pedagogical educational professional) or a comparable course and can be deployed in education by Prince Willem Alexander Primary School where possible (20 points).
A child grows up and develops in three lifeworlds: school, neighbourhood and home. If these life worlds are better connected, children have a better chance of getting ahead in school. Through the cooperation between school, care, parents and environment, children have a better chance of developing their talents (see The Hague Educational Agenda 2022-2026, RIS311077).
7) You can substantiate in your application that your organisation offers programmes for talent development in poverty problem areas (CBS has designated these postcode areas). These are programmes in the fields of culture, sports, technology and welfare (20 pnt).
Every child is different and every child requires its own specific approach. For this reason, the municipality wishes to implement appropriate childcare (see Hague Educational Agenda 2022-2026, RIS311077).
8) In your application, you can substantiate that your organisation has experience in operating inclusive childcare (i.e. care for children with specific support needs together with children without specific support needs, excluding medical childcare) and/or has cooperated in the past or is currently cooperating with primary schools for special education (20 pnt).
In cooperation with educational institutions and childcare organisations, the municipality works towards a continuous development line for children aged 0 to 13. One way to achieve this is by realising child centres where education and care are integrated. For this reason, we prefer a childcare organisation that is a member of the Vereniging Netwerk Kindcentra (VNK).
9) You can demonstrate in your application that you are a member of the VNK (10 pnt).
The municipality values a childcare organisation that shares the same vision and mission as the primary school. For this reason, preference is given to a childcare organisation that has a clear vision and mission in line with that of the primary school: 'Working together on tailor-made education - with head, heart and hands'.
The primary school's vision is described in the school plan as follows:
"A child is more than just cognitive skills (head). Other necessary skills (heart and hands) also increase the chances of success (e.g. perseverance). Learning with the head: developing thinking skills. Learning with the heart: social-emotional development, contact with the world, where is your heart, your passion?
